1. The parties

These terms are between you and Africa One E-Portal Limited, Plot 113 Semawata Road, Kampala, Uganda, which operates the Office of Federal Identity Services (OFIS) on behalf of Federal Africa. They apply when you create a Federal ID account, hold a Federal ID, or use the member portal. Partners that integrate with OFIS are bound by a separate agreement.

2. What a Federal ID is

A Federal ID is a number issued by OFIS that identifies one living person within Federal Africa. It records a member state, a verification level and a status. It is a statement by OFIS about you; it is not a travel document, not a proof of legal identity below Level 3, not a financial instrument and not a licence.

3. Eligibility

You must be at least 16 years old. At 16 and 17 you need the consent of a parent or guardian, and the person giving it confirms that they are entitled to. Verification above Level 0 is open from 18. You must give true information; a Federal ID obtained on false information may be revoked.

4. One person, one ID

You may hold one Federal ID. You must not create or try to create a second, use another person’s, or let anyone use yours. OFIS checks for duplicates by face, phone and membership account, and a reviewer decides any flagged case.

5. Your account

You are responsible for keeping your sign-in private. Tell identity@federal.africa at once if you believe someone else has used it. You can change your display name, country and member state in the portal.

6. Verification

Verification is voluntary. Before any capture you are shown what is collected and why, and you may stop at any point. Every decision is made by a person at OFIS, in the order cases arrive, with a stated reason. You may appeal once within 30 days and reapply after 30 days. OFIS may pause new submissions when the queue is long and will say so in the portal.

A partner can learn facts about your Federal ID only with your consent, which you give on the OFIS consent screen attribute by attribute and can withdraw in the portal. Partners never receive your evidence. What a partner does with the facts you allow it to see is governed by that partner’s own terms.

8. Suspension and revocation

OFIS may suspend a Federal ID while it investigates a report of fraud, impersonation or a breach of these terms, and will tell you why and how to respond. It may revoke a Federal ID obtained on false information, used by more than one person, or at the request of a competent authority. A suspended or revoked Federal ID keeps its number and level but reports no membership tier and cannot be used with partners.

9. Closing your Federal ID

You may close your Federal ID at any time from the portal or by writing to privacy@federal.africa. Closing deletes your face fingerprint and any media still held, and ends every partner consent. The number is never reissued.

10. Availability

OFIS aims to keep the service available at all times but does not promise it. Partners are told to work from their own cached state when OFIS is unreachable, so an outage should not lock you out of a partner service.

11. Liability

OFIS is liable for loss caused by its own negligence or wilful default. It is not liable for a partner’s acts, for loss caused by information you gave that was false, or for indirect loss, to the extent the law allows such a limit. Nothing excludes liability that cannot be excluded by law.

12. Changes

OFIS may change these terms. Material changes are announced in the portal and by email [YK: notice period] before they take effect. Continuing to hold a Federal ID after that date is acceptance.

13. Governing law

These terms are governed by [YK: governing law]. Disputes go first to grievance@federal.africa; OFIS will answer within [YK: response time].
